Washington State Department of Transportation needed an automated method to collect bridge and structure information in the field and manage the information once it is brought into the office. When our systems experts began examining this problem we came up with a significant list of conflicting requirements.

  Inspection reports are submitted to a central server for storage and retrieval.
  All workstations can view inspection reports on central server.
  Inspector workstations have to operate independently of the central server.
  Any inspector may generate a report on any structure.
  Any inspector may modify another inspector's report.
  Each inspector must have complete control over the reports he has submitted.
  New structures need to be identified and tract by the system.
  Inspection reports need to be submitted for new structures.
  Each inspector need to coordinate electronically, because of limit contact.
  Photographs need to be stored electronically with inspection report.
  Inspection reports must be approved electronically by management.
  Different sections of the inspection report need to be approved by different managers.
  Inspection reports for different structure types need to be approved by different managers.
  An inspector shall never be prevented to submit a report on a structure.
  Inspectors do not want to become computer experts to do this.

Our solution satisfied all these requirements with an integrated simple to use system that uses a technique we developed and call "Work Package Replication". This approach views the data as a collection of work packages that are own, created, manipulated and managed by the knowledge workers that are providing the data. A work package can only be manipulated on the workstation by the knowledge worker that created it, this gives full control of the data to the knowledge worker. Any knowledge worker can copy a work package to be manipulated on their own workstation, this gives full flexibility to manipulated any data to all the knowledge workers. Once a work package is complete, it can be submitted for review and approved by certain authorized managers, this provides quality control to the data being stored.
